I.E. if the number comes back as "1", it is displayed as "1". If the number comes back as ".12", it is displayed as "0.12". The way the standard is written, there is no limit as to the number of decimal places used by a value -- though, in practice, there would be. Therefore, an "Engineering Metric Value" format (we need a better descriptor than that) would have: (A) leading zero; (B) no trailing zeros; and (C) a limit to the total number of decimal places used.
