That is not a general bug in OOo, but your configuration has a defect. If you
have no own macros, you can do this:
Close OOo, close quickstarter too. Go to your user directory
...Openoffice.org/3/user and rename the folder "basic". Then go to the
installation directory to .../Basis/presets and copy the folder "basic" from
there to you user directory.
If you have got own macros, please contact a mailing list or forum, how to
retain your macros. http://support.openoffice.org/.
