Steps to reproduce: 1) Create a numbered list 2) Create a cross reference to one of the items in the list: Insert > Cross Reference > Type: Numbered paragraphs ... 3) Move the list item using the "Move Up" arrow on the Bullets & Numbering toolbar. The reference will not follow the item, but instead refers to the paragraph that originally appeared after the item that was moved up. If you move the last item in the list, the reference can shift to the unnumbered paragraph following the list.
