The Writer version is 000310m11 Build 9399.
When I create a hyperlink with:
Path "file:///C:/Working/B.pdf" and
Target "nameddest=Schedule" a correct looking URL is displayed as
"file:///C:/Working/B.pdf#nameddest=Schedule".

I tested this string from another program and it successfully opens B.pdf at the
named destination "Schedule".  However the PDF exported with the hyperlink
configured as above opens B.pdf, but at the top of the docucment, not at the
named destination.

I noted that the string passed by Writer was
"file:///C:/Working/B.pdf%23nameddest=Schedule".  That is "%23" was substituted
for "#".
