To reproduce this issue easily do the following: Right click on a toolbar, click on customize, click on the Toolbar button and select icons & text, then hit Ok. Drag the toolbar to display on the left side instead of top/bottom. Now notice it does not display in the same direction as gnome desktop toolbars that are displayed on the side of the screen.
