It would be really nice if there were some way of specifying the language used
for formulae separately from the interface language. Default would be to follow
the language of the whole interface.

The underlying idea is that a change in interface language is easy to adapt to
(if you know the language), being passive understanding of the menu words and 
such.

In contrast, changing the formula language is similar to changing the syntax of
a programming language, because someone writing spreadsheets will be thinking
about formulae with the familiar names.

Given that the resources already exist for switching languages, decoupling UI
and formulae languages should be fairly trivial, depending on the number of
places where this preference is polled.
