Default would be to follow the language of the whole interface. The underlying idea is that a change in interface language is easy to adapt to (if you know the language), being passive understanding of the menu words and such. In contrast, changing the formula language is similar to changing the syntax of a programming language, because someone writing spreadsheets will be thinking about formulae with the familiar names.
