The problem that no cyrillic codes are present in the PDF export is that there were no subsettable or embeddable fonts found with cyrillic support on the system. The fonts in the screenshot look like X11 fonts. (yet another reason not to drop support for X11 fonts yet) I suggest to make some fonts with cyrillic support available to OOo (e.g. with the spadmin tool, the fontconfig, etc) and use these.
