When you click on a frame and then choose Insert->Caption, it asks whether you want it "above" or "below". I think this implies that the caption should go either above or below the frame; not inside the frame. In many technical documents, the typical format is to put a box around a diagram and then put some form of numbered figure caption under the box. This seems to be impossible in OOwriter. (Impossible, without importing the picture... suppose I want to draw it inline within the frame).
