in CWS sw32a11y01, the tooltips of the new TOC hyperlinks appears like:
"Ctrl+Click to open hyperlink: #__RefHeading__105_991371388"

It should show like before this enhancement:
"Ctrl+Click to open hyperlink: #1.Paragraph"

or better ;) 
"Ctrl+Click to open hyperlink: 1. Paragraph" as the current bookmark references 
do.

@OD: I will target this 3.2, add this to the CWS and reset the CWS to NEW
knowing that we may not have the time to fix this for 3.2 (vacation + work 
load).
So let's talk about this :)
