I'd basically like to move a lot of the recently used stuff from "shell" to vcl
to better make use of the platform/UI specific recently used apis without the
dlsym goo in shell. 

It isn't working for the gtk one anymore anyway, the dlsyms are returning false,
and anyway we should really only attempt to use those gtk apis when we're
running the gtk vclplug. What do you thing ?, if so I could have a go at moving
the windows bit into the windows vcl bit as well, though the aqua one would have
to remain a stub unless someone happens to know the correct aqua way of adding
something to their recently-used list
