Due to the implementation of the new list level attributes - cws swnewlistlevelattrs, specification http://specs.openoffice.org/writer/numbering/NewListLevelAttrs.odt - this behavior has been introduced. See specification sub chapter 1.4.2 If a list style is applied to a paragraph style in the user interface without specifying indentation values, the paragraph style's indentation values are reset. Then the list style's indentation values are more or less treated as the indentation values of the paragraph style.
