That's a common behaviour in all OOo components, and I believe it's correct so.
If at least 1 document has been modified (and so "save" is active for this
document), "save all" is an useful option: If you just have focus to an other
document without modificatios, you can save all documents with modifications,
even if only one has been modified. So everything is correct, -> INVALID

But I agree, Help text is wrong for this (I checked WRITER HELP). I filed Issue
104539 for this problem
