The problem is that after the fix the LOCAL_MACHINE entry is written. And if a
user has any entry in CURRENT_USER he will not be able to use ActiveX control.
This can happen either in case there is already an old installation of the
office ( OOo1.1.x for example ) or there is a garbage in the registry from old
verstions ( some preliminary versions in the past had deregistration problems )
that prevents from successful registration. The fix is to clean CURRENT_USER
entries related to the old office ( that is actualy part of entries overwriting
). Unfortunatelly it can be done only for the user who does the installation.
All other users have to deinstall OOo1.1.x to be able to use the registration of
OOo2.0, but this is known problem.

It worked well in OOo1.1.x just because before the installation was done for
every user, so the information in registry related to the old office
installation could be cleaned up by the installation, now such a cleanup is
possible only for the user who does the istallation.
