Yes, the fact that somebody else cannot reproduce your problem *is* of relevance, as it means that something in your both environments or setups is different, and thus further information than the one you provided is needed. An interesting question might be how exactly Base behaves when you try to start it. Does it crash? Does it silently do nothing? Does it at least show the splash screen?
