On report opening, the Properties Data tab get the focus, and tab bring to the first property on Data tab. When I open report and not touch any other buttons, only arrow keys, I find: If I use left/right keys, active tab changes between Genaral and Data. If I try to use up/down keys the focus lost somwhere. If I hit up key three times, focus lost, and afterward hit down key three times, focus get back to General or Data.
