It is imported incorrectly in Writer 3.1.1 on Windows. See screenshots. On my Debian Linux 3.1.1 build, there is no problem. In Word, the frame is absolutely positioned, relative to Column. In Writer, it looks ok if the positioning is set to "From right", "3.49 inch", to "Right page border". 3.49 is the value you get for the expression "Page width (8.25) - position (0.38) - frame width (3.13) - margin (1.25)". Perhaps the import code should calculate the position using this expression.
