I have been seeing that for years with Win XP and various OOo versions,
unfortunately without any idea how that can be demonstrated reproducible.
My experience is that after a switch to an other Ooo document Window selection
will work again.
If I remember correctly the effect mostly is visible shortly after I started to
work with a document, but not after several or long time editing.
