 I have now installed the latest version:
3.1.1 OOO319m19 (Build:942).

Most of the problems reported here are fixed in this version.

New slides are created correctly, complete with text boxes, containing the text
"Click to add an outline" and the title can be edited.

 However once the title text has been edited, it can then ONLY be changed, via
the Outline. This does not apply to the first page "Title Slide", where the
title can be edited.

Maybe this is the intended behaviour? 

A similar problem occurs if you click on page layout "Title Slide", then go back
to one with a text box, e.g. "Title, Text" in that the text box does not
appear.I am guessing it needs some dummy text in it, and if that is absent the
box does not appear.
