Note, I first detected the issue since the very first GA Build of 3.0.0 Sorry, can't describe flickering any better than continuous flickering of the formula bar, like it's being constantly being redrawn. If I close the formula bar, flickering can still be detected in the toolbars (although it seems at a much faster rate, hence the toolbar image looks more stable).
