I insist on reopening this issue. For over 15 years I have performed various
tasks on text editing using various text editors and word processors. All of
them (including jEdit, UniRed, Kate, gEdit, even Windows Notepad, and
particularly Microsoft Office Word), if correctly opened a UTF-16 file, will
save it exactly as UTF-16. Or they will open it as garbage, clearly indicating
necessity to re-open changing the encoding. Writer is the ONLY application I
have ever seen that opens a UTF-16 file correctly, visualizing all symbols etc.,
but when saving does an arbitrary change of the encoding without user’s
knowledge and/or confirmation. Moreover, Writer prompts to ‘Keep current
format’. But what is ‘current format’ in case of a plain-text file? It’s its
encoding, or what? Even for quite an experienced user, such a behavior can
result in loss of data. Maybe, it’s not exactly a bug, but then it may be a
design flaw.

So, the suggestion is: if Writer detects UTF-16 by BOM (and I guess, it does so
even if the text encoded filter it not chosen), it must retain UTF-16 when 
saving.
