First I retarget this from Prio1 to Prio2 and set this task to OF.
What locale is set in tools/options/language settings/languages as 'User
interface'. Is the setting 'default' or 'system', or is Japanese selected? Only
if 'system' or 'default' is set, than the system language or the locale language
is used for the Office.
