Issue:

When user opens a read-only file (Writer, Calc, for example) from Windows 
Explorer, OpenOffice application asks what to do: Open for read-only, Open a 
copy or just cancel.

Issue is that window with question keeps backwards of all windows. This means: 
user double-clicks on read-only for him file in explorer and nothing happens. 
User cannot see that window (and don't know about it at all) because question 
window is just a last in Z-order of all windows and keeps backwards until user 
minimize or close all other windows. Only after minimizing all other opened 
windows (including explorer) user can see question window.

How to reproduce the issue:
1) Open explorer and maximize (for easier check the issue);
2) Find any OpenOffice Writer or Calc document with read-only status for you 
(it may be, for example, read-only access rights set by your system 
administrator to your account in Active Directory or just directly to your file 
system if no AD present, on "Security" tab in Preferencies window of file);
3) Double-click found file to open it;
4) Nothing will happen, as you will think - nothing happen accept of HDD LED 
indicating that something is loading; no windows will appear;
5) Minimize all windows (I think that Ctrl+D is not a good way to do now) and 
your will see an OpenOffice's question window with information about "Read-
Only" and three buttons.

That is issue.
Even system administrator have bought this error, even our sysadmins first of 
all thinked that something is wrong and OpenOffice just did not started by 
opening the file until the moment of minimizing all other windows, including 
explorer, and seen a question window.
