The toolbar buttons will only merge new items with an existing list under certain circumstances, and this is not one of them. The newly-numbered item goes into its own list, giving the unexpected numbering. Select your two numbered items and apply the "Numbering 1" style from the Styles and Formatting window. Now apply the same style to the text paragraph above them. In this case, all paragraphs that have the same numbering style will belong to the same list, and the new item will merge with the list items underneath, giving the result you expected.
