(Not tried without SRB) Go to the Table or Query pane, start Report Wizard through Standard toolbar drop down selector. Report wizard not starts, if you click on all other icons, they start their wizards or design window. If you click on same icon when Report or Form selected the wizards starts. I tried on OOo 3.1.1 and find same behaviour.
