Verified with OOo 3.1.1 Linux X64 en-US, crashing at opening:

/usr/bin/soffice: line 134: 30532 Erreur de segmentation  "$sd_prog/$sd_binary" 
"$@"

But:
opening this file with Excel2003 and immediately saving it back to Excel5.0/95
format or Excel 97/2003 make it available for OOo.

I guess it is a bug in the file itself (there were plenty of them years ago
thanks to Windows 9x faulty memory management).

So I wouldn't nominate it as a P2 because of:
- out-to-date file,
- occurs on a particular file.
