Looking into META-INF/manifest.xml, there is an attribute "manifest:version="1.2"" for the forms/Obj121 subfolder of the package. Incidentally, this is the folder where the one form which can be opened is stored. All other forms, which cannot be opened, do not have this attribute in manifest.xml. So, I strongly suspect this is a duplicate of issue 105371.
