2009 -------
In that case you need to change the identifier AND version of your extension as
well since the old extension used a date.

In that case the identifier name needs to be
  <identifier value="org.openoffice.sl.hunspell.dictionaries" />
and the version will become the date of the attached extension that is
  <version value="2009.10.17" />
since the old version was in similar format and it needs to comparable with the
old version number. And you have to do the same changes in your extension as
well.

On updates you then have to keep the identifier (otherwise it will be considered
to be a different extension) and to update the version to a newer date.

If you are fine with this I will make the changes right away.

BTW, minor naming issue with version control system: if you are already at it
could you please change the name of the 'Description.xml' from to
'description.xml' and modify the manifest.xml accordingly? It is just that it is
already in svn this way, and keeping the same files names will provide better
version history than changing to new ones.
Actually I already did that in svn but it would be nice if the extension looks
identical.
