2009 -------
I tried in OOo 3.0, 3.11 and in OOO320_m2. Always the same effect.
=> Remove keyword "regression", set "Version" to OOo 3.0.

A document is not deeded for this. It happens when the zoom factor is changed
from 100% to "Optimal". Note that the zoom factor is saved in Writer documents,
that's why it seemed to happen only with that one.

My scenario:
 - Start Office (Start Center only)
 - Resize Window (to NOT have full-screen)
 - Click "Text document"
 - Insert some letters
 - View-Zoom
 - Set to "100%"
 - Maximize window to full-screen
 - View-Zoom
 - Set to "Optimal"
-> Document is shown off-center

It seems to depend on the application window size and shape, I managed to get
this effect without "full screen", too.

Adjusting summary, reassigned to OS.
