If this is a defect or a feature depends on what one expects. As user I expect the anchor-as-character-behavior as default like in Writer - so I recognise this as a defect. The developer won't expect, what he didn't code, so he will see it as a feature. Of course I write a bug-report as a user for a developer. So its both - defect and feature :) A a math-formula is part of text (just special formatted text) it should be anchored as character.
