This behavior happens with OO3.1.1 under Ubuntu 9.10 (yes, I have the original
.deb version from the OOo website installed). I will attach an Impress document
to show the behavior.

This document contains mainly a tilted textbox with some text in it. When you
start the presentation (and then click once) the textbox will fly into the scene
from the left side. But this animation is horribly SLOW, which makes in this
case the use of animations under Linux basically useless.

When I do a slideshow of the same document with OO3.1.1 under WinXP the
animation happens with a reasonable speed.
