It was missed to address this in time, so I consider this simply as an task. The base functionality is used from the other office components as well, so that it is not easy to separate Base as a own component without risk for other functionality (e.g. bibliograhy in Writer). the remaining artificats which can be identified as pure base components are not that big, that an own component is that an important requirement.
