Reproducible with "Ooo 3.1.1 WIN XP DE-multilingual version German UI activated
[OOO310m19 (Build 9420)]"! Same with "Ooo-Dev 3.2.0 multilingual version English
UI WIN XP: [DEV300m64 (Build 9446)]"!

In 3.2.there seems to be some progress, but I saw something strange: doubleclick
on new cell (or copy / paste formatted of both cells to writer and viewing with
"Nonprinting Characters ON" shows that the line break still exists, but it is
not handled correctly.

In 3.1.1 the line break in second cell has been replaced by a blank.
