The operation is done page by page and may be unfortunately very long. This function may be very useful in case of a pdf import for instance: The import occurs in 'Layout'. It may be useful to move the whole content of all (or even selected) pages to a specified layer, intending to make it visible/unvisible or simply locked. It's the case of a pdf import but it may be useful in editing a odg project faster.
