Switch back to Russian not only your keyboard but also the character language in
the OOo status bar.
The status bar switches automatically to Russian when you type the first letter
in Russian but in the case you describe, it is too late: the quote is typed in
English and only the next typed character is Russian.
The solution would be to follow the keyboard switch immediately and
automatically in OOo.
Unfortunately this is technically not possible.
So that the only solution is for you to switch manually the language to Russian
in the language bar before typing the second ".
