While in cell editing mode, Shift+F4 is supposed to change the reference where
the cursor is located between relative and absolute modes. In Calc, this only
works now and then

To reproduce the issue

In A1 and B1, put values
In C3, type =sum(, use arrow keys to select A1, then comma, then arrow keys to
select B1. Press Shift+F4: nothing happens. Expected behaviour: B1 changes to
$B$1, and on subsequent presses to B$1, etc.

When using ; instead of , as delimiter, it works. However, on my system (locale
US English) Calc automatically converts the ; to , when entering the formula. It
should therefore work with the comma as well.
