rpm -F (or --freshen) is correct, it just updates (even if you give all on the
command line) those who already were installed.
-i wants to install them all, regardless of whether they were installed. That
redhat-menus wants redhat-release is clear, too, and that this doesn't work on a
suse is too.
--force'ing this is bogus. Just install the suse-menus or keep -F
