but this isn't a bug.

Have you tried to set the column with your problematic data to US English in the
Text Import dialog ? This may solve the problem with the date conversion.

The quote in front of the numbers after formatting the imported cells to number
is to hold the data as Text as you've specified on import. To get rid of them
use the find & Replace facilities of OOo. Search for '.*' (without quotes) and
replace with '&' (also without quotation marks). Tag the checkbox Regular
Expression and press replace all.
