mailing list or the community forum instead, see http://support.openoffice.org/

It seems you're looking for the IF() function, as in H6: 
=IF(H5<30;POWER(2;A7);30)
However, with a cheap function like POWER this does not save any CPU cycles as
the IF and the condition have to be executed.
