I extracted the cab file from the installer and put the res files and other xcu,ott,otp files at designated directories. When I did that OpenOffice.org had no problem in recognizing and using the new language. I guess there is some issue in installer process which goofs up in version identification. And to answer your question 'as' and 'kn' langpack needs to be built from source.
