Although I understand that a sheet can be configured as RTL and this issue is then solved (actually the right way to do it), MS Excel will display a cell as RTL if it contains only RTL and neutral characters, even if the sheet is LTR. Therefore MS Excel users do not format their sheets as RTL, and these documents look "wrong" in OOo.
