OK, in 1.9.87 it goes on to open the database design tool.  So far so good.

But now when I close the file, go back to the same icon through the menu system,
I can't re-open or use that file at all.  I go straight to the wizard which lets
me create a new one or connect to a database, the list of which does not include
'hsql' or 'OOo database files.

-> yes, the icon means: 'new' database or database connection (if you click on
the writer icon, you also get a new document, not an older one) - this behavior
is wanted (no bug) - if you do not like this behavior, please write a feature
enhancement and maybe it will be implemented in future version

This is still bizzare, if slightly differently bizzare.  I go back to being
surprised that this icon does not open the applicaiton, but rather a wizard that
is part of the application.  It is not immediately obvious how to go back and
USE the file I have just created, and that can't help anyone.

OK, I can navigate to the odb and open that, but that's not the way the WP
works, or the Spreadsheet.  In those it is possible to open the application and
then choose the data.  If this is an 'integrated' suite why is the database
different?

-> i understand your irretation and share your view, but unfortunately it is
decided in other way (in your case only an accepted feature enhancement can
change that)
