This has nothing to do with saving the document from within the Basic macro, it
also happens in the following scenario:
- open the .odb file
- open the Standard/Module1 module in the Basic IDE
- do an arbitrary change to this module
- save the document
- try to unprotect the "testlib" library
=> you're prompted with an "incorrect password" message

This means: as soon as you store the document (no matter by what means), if at
this point in time, you already accessed one of the embedded Basic libraries,
then you cannot access password-protected libraries afterwards.

Grabbing the issue, this looks like a problem in how .odbs are saved, not like a
Basic problem.

Given that this happens with "normal" saves of DB docs, not only when saving by
a macro, and given that you're completely cut off from your password protected
library, I reset the prio to P2.
