Case study:
I am typing in a Table in OpenOffice Writer (OOW) and the Table Properties is a
popup not docked into the toolbar. I click on my taskbar to go to any
application then I click back onto OOW on the taskbar and less than half a
second later it loses focus to go to my previous application whatever it may be.
OOW is visibly on top so I would without paying attention start typing expecting
to see the words appear on OOW instead the focus is on my previous application
so when I switch to that previous application the text I typed will appear 
there.

The reason why this is a below normal priority issue is because by clicking on
the window after clicking on taskbar will let me carry on working. Focus isn't
permanently lost only annoying to have to remember to click twice to focus on
the OO window. 

I have tested the case study on OpenOffice Calc by dragging one of the toolbars
 off the dock. Undocking any toolbar eg Standard, Formatting) will give you the
same problem. Therefore another workaround is to not have any undocked toolbars.

As a guess, I would assume that this situation is simply bad programming design
to keep the undocked toolbar visible and allow the keyboard focus to remain on
the main OpenOffice window. I know that this is deemed as an unimportant issue
but if something this simple is ignored then the future versions of OpenOffice
will be even buggier.
