this is desired / designed. In issue 18463 UserEx has stated what of the
character formats should also be applied to the numbering label. However, for
the special case of the Effects (small caps, capitals) this may not make sense.

MRU->OD / FL: I think, that character effects should not be transferred to the
list label like other char attributes. If one formats his list as a) or i) it is
not desired that it is changed to A) or I) because of the character formats in
the paragraph. this will look as if the paragraph does not belong to the list
anymore.
