Starting a selection from the beginning of a paragraph to the end of the preceeding parafgraph will always include both paragraphs to the selection, even when it is numbered/bulleted. The bullet is handled as an attribute, not as real content, thus it cannot be selected by using cursor keys (only be clicking into it).
