To be more precise, the subcomponent is "formatting". Do you mean that the HTML engine of Open Office Writer is weaker than that one of Firefox? Did you write OOWriter engine yourself? Can't you continue to write it and implement this suggestion? In MS Word, dotted borders for paragraphs exist since 2000, or maybe even earlier.
