This is not an i18n locale data issue, but localization instead.
Please note that as localize.sdf files are generated, patched files would be
overwritten. Furthermore the patch introduces arbitrary line breaks that break
the file format.

@ihi: The original "BDB2a" and following text in
readlicense_oo/docs/readme/readme.xrm does not contain \t\t but is indented
within the <Text> element, translations do contain \t\t instead. I guess the
original text should not contain indented lines. Do we have some conversion
problem there? 

Note that the screen shot shows the content in some JIS encoding where \t\t is
displayed as ¥t¥t instead.
