Issue resolved, for me, with more recent version of OpenOffice. 
I do not have this issue now.

However, today received email from "martin vlcek" that they had replicated 
issue. 
Please reopen issue, Martin, if you have replicated it. 

When I had the issue, the window was not opened on a different monitor. 
I was running Ultramon, but issue was replicated with that not running, as well
as when the second monitor was removed (disabled in display properties and
disconnected from the video card, machine rebooted). 

I presume it was some broader system setting.
