For me, this issue seems not to be fixed. I am running OpenOffice.org 3.1.1 -
OOO310m19 (Build:9420) on Mac OS X 10.5.8 Build 9L30.

My way to the problem:
- Create a template (Set properties and fomatting as desired in a new text 
document)
- Save it as a template (File -> Templates -> Save... Give it a new name and 
hit ok)
- Set it as default template (File -> Templates -> Organize... Select desired
template, use Commands -> Set As Default Template, Close)
- All newly opened text documents use that template as default now
- Quit OOo entirely
- Start OOo again
- Open a new text document
  => My own setting for the default template is ignored, factory setting is used
instead.
