I've got a program - Punto Switcher - which resides in background and doing some changes with currently selected text. I think it uses clipboard, because it's operations in OOo have those delays too. Also that program has function of clipboard monitoring: it remembers 10 last copied strings. So, when I exit (and re-open) that program - the problem disapears. I've had same situation abuot three years ago with NetBeans.
